Emmy Rinq didn’t apply to be General Manager—she declared it during a surprise town hall flash mob. Within weeks, Elk Ridge had a functioning municipal system, synchronized civic dance routines, and the highest glitter consumption per capita in the region.
She once managed an entire city festival from a trampoline, organized a neighborhood dispute resolution through competitive hopscotch, and rewrote the employee handbook as a choose-your-own-adventure novel. Her leadership style is part jazzercise, part chaos theory, and entirely successful.
Emmy carries a walkie-talkie, a tube of emergency confetti, and a sticker that reads “Don’t Panic, Delegate.” She teaches a monthly workshop called “Leading With Sparkle: Municipal Management for the Bold,” and has a personal vendetta against clipboards that don’t match her shoes.
